Research On The Credibility Of The Government Which Under The Network Public Opinion Perspective

Credibility is the foundation of the social order, among this the credibility of the government is the core and key part of the social credit system. The improvement of the government credibility has great significance to the construction of the government legitimacy, the improvement of government executive ability and promotion of the social economy development. As the government of the People’s Republic of China is the sole legal government of China, establishing a government that win the trust of the public is the basement of the legitimacy of the Chinese government. At the same time, the core values of socialism will also be listed as an important content, which not only requires the masses to be honest and trustworthy,but also requires governments at all levels and their public servants to keep in mind the principle of credibility in their daily work and t carry out the socialist core values in the direction of work, policy formulation, environmental construction and other aspects,at the same time, to take the core value as a measure of the scale and direction of improvement in the inspection and evaluation of the work.Throughout the world, the discipline of the government credibility has become a common problem of the global governments. While the government credit crisis will not only restrict the economic development, but also have a serious impact on social stability. In the social transformation period, China has also broken out the credit crisis: government dishonesty problems continually occur, government image constantly damaged, government’s credibility seriously decreased under the impact of the promotion of the Internet and other variety of factors.This article starts from governance dilemma of the network public opinion, the problem of dishonesty of the government in the administrative process, and the relationship of the network public opinion and credibility of the government,summarizes the reasons for the lack of government credibility in the network view :the lack of the communication and governance capacity to the network public opinion,potential irrational behavior of Internet users, the interference of the online water army, the gap between traditional media and Internet public opinion, bad administrative behaviors of the government, the legacy of the "official standard" thought, the excessive pursuit of interests of the government, the defects of supervision and information disclosure system and so on.To solve these problems, this article puts forward the countermeasures to improve the integrity of the government based on the theory of good governance.These countermeasure are: Through the training of public servants integrity, promote the construction of the government integrity system and improve the government’s own construction; Strengthen the construction of network public opinion management;establish a network public opinion collection, judgments, guidance system;improve the government’s daily network public opinion communication mechanism; to improve the media literacy of the Internet users; enhance the ability of government to deal with the information of network public opinion scientifically.
