In recent years, the child welfare system has improved gradually together with the evolvement of overall social welfare system. However, the establishment and implementation of child welfare related system is still far behind the pace of social and economic development. The fact of frequent occurrences of child abuse and neglect has given us a clear indication that the current system does not meet the needs of children’s development. Prioritizing to allocate necessary resources and implementing welfare schemes to protect our children has become an international norm in the world. It is also an important mission and reasonability for our government. Therefore, leveraging on government and society’s resources to address the plight of the children is urgently needed. However, it seems impossible to resolve all of the issues overnight, giving the financial constraints faced by the local governments. As a result, a moderate and general child welfare policy was produced to resolve partial of the issues.This article studies the potential issues in the implementation of the moderate and general child welfare system in Quan Zhou City, and notes five issues by analyzing the level of policy service, financial status in local government, existing policy and regulations, construction professionals, as well as the full participation of non-governmental institutions. Using the examples in the developed countries and other cities as a benchmark, this article also provides suggestions on how to position government’s role in setting up the best practical child welfare system in the city.
