Study On The Government Behavior Of Urban Construction Land Management In Yongchun County

With the rapid development of social economy and urbanization, more and more urban construction land is needed. One of the important responsibilities of the land and resources management departments is to effectively protect the cultivated land resources and maintain the sustainable development of the city. The urban construction land is influenced by the government and the market. The planning and management of the urban construction land and the sustainable development of the city is directly affected by the government behavior.Based on the present situation of the urban construction land in China, the characteristics and the relationships between the urban construction land and the government behavior are firstly analyzed. The connotation and basic characteristics of the urban construction land management system are summarized. The functions of government in the land resources management are discussed by considering the planning management, examination and approval, land transfer and administrative supervision. During the process of the construction land management, the land acquisition, transfer and supervision and administration is obviously affected by the government behavior. The behavior anomie and role dislocation of the government during the process of the exercise of power are obtained.Governance theory and social interaction theory are introduced to analyze the status quo and existing problems of the construction land of Yongchun county, Fujian. The results indicate that the government has the absolute power to manage the urban construction land, which result in some problems in terms of governmental service, power exercising, and role definition of the government. The root causes of the government behavior problems are explained by considering two aspects such as land management law construction and interests drive.In view of the existing problems of the urban construction land management and the root of the problems in Yongchun county, this paper puts forward some relative measures and suggestion from management system, the government service concept, legal guarantee and supervision from the public.
