Study On E-Government Construction At Land And Resources Department Of County Level From A Perspective Of New Public Management

The trend of globalization makes the information become strategic resources. Department of land and resources is the main unit of management of land and mineral resources, and it has to promote establishment of land and resource E-Government system. After many efforts, provincial and municipal department of land and resources E-government construction better than the county area, the reasons are the county’s economy and idea are backward and talent is lack. So the "Twelfth Five-Year Plan" for the development of E-government put forward new requirements:make center of the construction of E-government move to the lower stratum. How to carry out the construction of E-government, how to improve work efficiency, service innovation through the E-government has become an important problem in current land and resources department.First, this article analysis, discusses the relationship between the new public management and the Department of land and resources E-government construction on the base of clear of E-government’s concept, characteristic, function, scope of application of the foundation and the background and connotation of new public management theory. The new public management has enlightenment and significance to help County Land Resources Department realize scientific development, promote a great inspiration, and the E-government of land and resources construction of the whole process can also enrich the connotation of the theory of new public management.Second, This paper takes Jiashan County Department of land and resources construction of E-government as a case, using the theory of change administrative idea, reset the functions of the government, pay attention to performance management, innovative services to analysis the whole process of E-government, according to the construction of E-government in the process of guiding ideology, construction process, taking comparison of the construction of E-government situation and period condition, According to the results, the author understand the promotion of E-government development key factors. Then the author interviews with related person, and combines information disclosure, portal site visits, network software and hardware implementation of rate data, finds out the E-government construction and existing problems, analysis the causes, with a view to our other county-level region of land and resources management departments reference in the construction of E-government.Finally, the above discussion shows that the problems of the E-government in land and resources department are lacking of talent, equipment development lag and so on. The author puts forward related suggestions on the bases of establishment of service concept, promotion of information disclosure, implementation of performance management, and introducing competition mechanism.
