Since the founding of the People’s Republic of China, especially since the reform and opening up, with economic and social development, continuously improve the level of urbanization in China, a large number of rural labor force to seek more opportunities for employment, uprooted from their homes came to the city. However, this large-scale labor migration, and did not bring in the true sense of the population migration, the binary social structure of urban and rural areas of the institutional barriers and intensified between urban and rural areas is becoming increasingly prominent contradictions, migrant labour force of black prime of life, had to be their children at home, a new special group-- left behind children. This kind of special groups due to the lack of parental care, in life, learning, psychological faced with too many problems, and gradually become affect the realization of social fairness and justice, promote social harmonious development of one of the great challenges. The left behind children as vulnerable groups, more and more experts and scholars have focused on them, but also has caused the common concern of government departments attach great importance to the whole society.Left-behind children can healthy growth, is directly related to the future development of our country, is related to the stable and harmonious development of society. For a social problem, how the government as a key to solving the problem. We have already clearly recognize "young wisdom is wisdom, young rich and the wealth of nations, young and strong, young independent of the country’s independence". Whether the left-behind children healthy growth, is directly related to China’s future development, related to social stability and harmonious development. Although the government and society has repeatedly stressed the importance of the development of rural left-behind children of the motherland in the future, but in reality it has been weakening the embarrassment. Strong government support is the key to solving the problem of left behind children. However, all sorts of factors makes the government exposed to deal with the problem, the drawbacks of take in everything in a glance, resulting in the problem of left behind children has been slow to fundamentally ease.Then, how can the government achieve the problems of left behind children effective public governance, how to let the relevant departments to perform their respective roles, how to mobilize other social subjects in the process of the problem of left behind children protection, even how to use military force and all can participate in power to join together to solve the problem of left behind children is worthy of our consideration and discussion, this is the government’s bounden responsibility, but also to promote the needs of the development of a harmonious society.This paper in access to the collection of a large number of documents based on, through field visits to relevant research, interview and comprehensive use of public products supply theory, child development theory point of view, to our country left behind children were analyzed, and in-depth analysis of government behavior as and not as, superficial proposed including social reform dualistic structure, perfect laws and regulations, increase the supply of public services, integration of resources, with the strength of five aspects, to solve the problem of left behind children, try the management problem of the children left behind in rural areas of China to build a government leading other social main body participation has practical significance of the multi agent pattern, in order to can to government to deal with the problem of left behind children develop more discussion space and confused as breakthrough the left behind children act of government question method on, providing a more open perspective, but also to deal with the problem of the children left behind in the government behavior to provide more substantial theoretical basis.
