In the current process of industrialization,modernization and urbanization in China,a large number of rural surplus labor flows to cities and towns.However,due to various conditions such as status,system and economic conditions,most of them choose to leave children in their hometowns.This has formed a large number of rural left-behind children.Left-behind children have serious defects in physical and mental growth,safety protection,education and custody,and emotional care,which are extremely unfavorable to the healthy growth of left-behind children.The government attaches great importance to the issue of left-behind children,and has successively issued a number of documents to guide the care and protection of left-behind children.It has repeatedly emphasized the important role of social organizations in caring services and called for the accelerated cultivation of social service organizations.At present,social organizations have taken advantage of their own autonomy and flexibility,and have continuously carried out in-depth care programs for left-behind children and participated in pilot projects in many places.There are many types of social organizations in China,and the level of social and economic development varies widely.In China,the progress and ways of participating in caring services vary from region to region and from various social organizations,resulting in a variety of different social organizations participation models.The diversity of social organization participation models not only shows the different ways,strategies and abilities of Chinese social forces to participate in caring services,but also shows the continuous evolution of our government-social organization relationship.To study the diversity of social organization participation,on the one hand,is to provide analysis and evaluation for the development of left-behind children’s care services in China,to fully analyze the participation of social organizations,to explore the social organization participation model suitable for China’s national conditions,and to further unleash the power of social organizations;on the other hand,in the process the government and social organizations build a patron-client relationship,give full play to the diversity of social organization participation,and achieve better social service for the target group.Mutual empowerment between government and social organizations has finally achieved.In order to fully understand the status quo of social organizations participating in the care services of left-behind children,and to explore the social organization participation mode suitable for China’s national conditions,this paper uses the typology method to divide the participation method of social organizations into the care service.Based on the theory of patron-client relationship and the mutual empowerment of government and social organizations,this paper takes the status quo of cooperation between government and social organizations in the field of left-behind children’s care services as the basis of reality,and determines the "initiator of the initial problem or plan" and"promoting the government-social organization in service to form an institutional integration relationship" as two dimensions to constitute an analytical framework for social organizations to participate in the care of left-behind children,and divide the participation patterns of social organizations into four categories:administrative providing model,social organizations providing model,administrative-led model,and social organization-driven model.Through case analysis and multi-angle comparative analysis of different models,this paper believes that the administrative-led model and the social organization-driven model under the patron-client relationship are more conducive to the left-behind children to receive adequate and effective care services.This paper constructs a continuous map of the development of the model.The evolution of the model follows the evolution of the interaction between the social organization and the government:from the initial separation of government and society,to the social organization pursuing dependence,or the independence,and finally to the cooperation and mutual empowerment between the government and the society.Finally,based on the analysis of cases and models,and the analysis of factors affecting participation patterns,the author proposes suggestions to optimize the participation model and to improve the effectiveness of care services.From the perspective of the government,the government should change the management concept from controlling to enabling,strengthen the resource incentives for social organizations,focus on improving the institutionalized platform and mechanism for the integration of leftbehind children’s care services,foster hub-type social organizations to gather grassroots power,and build a public information platform to improve information sharing.From the perspective of social organization,it is necessary to strengthen its own professional advantages and enhance its ability to develop sustainability.In the process of caring for services,it is necessary to seek multi-party cooperation,and define its own public welfare mission and to exert its special strength.
