This thesis mainly studies the construction of teaching faculty at the local high-leveluniversity. It chooses H University as the case, uses the literature, the case study andcomparison methods etc, and human resources management and SWOT theories to analyzethe advantages and potential, the gaps with the shortcomings, and measures at H University.Based on the research, the author finds that H University attaches great importance to theteaching staff, which set up the “human resource is the first resource” idea, and carries out the“talent strong school” strategy. Especially since the “10th Five-year” plan, the H Universityhas taken various measures to actively promote the development of its teaching faculty, andhas achieved good results. Over the past decade, the size of H University faculty hascontinued to expand, the structure has gradually improved, the high-level and middle-agedbackbone teachers’ introduction and training has been prominent, the research capacity andoverall quality has significantly enhanced. According to the successful experiences, the authorproposes some suggestions for helping the local high-level university faculty building. First,taking the “soft introduction” to broaden the teacher source path; Second, combining stabilitywith liquidity to establish an open operation mechanism of teachers; Third, training high-levelteachers to build a reasonable echelon personnel; Forth, making strict promotion criteria andbuilding a diversified appraisal system; Fifth, strengthening disciplines construction to createa good working environment.
