Rural development is inseparable from the talent support. The development of rural economical society has been seriously restricted by the current problem of rural talent shortage. A large number of rural labor force, especially the labour force with certain cultural level, flows and transfers to the city. Consequently, the rural area has almost become a ’low-lying ground’ of talent. In this case, formulating corresponding talent policy as well as building rural youth talent ’highland’ to promote the flowing between urban and rural talents is very necessary.As a result, the government has issued a number of policies to guide the young talents to rural employment. These policies constitute a rural youth talent policy system. In order to well improve the policy system and play its role, this article takes the P District of Shanghai as an example to analyze the system. In the article, the various rural youth talent policies are put on the same platform to carry on the comparison in order to analyze the similarities and differences of these policies and the comprehensive effect after implementation of the system. Meanwhile, the existing problems of these policies are found outand resolved in the way of carrying out and improving the existing policies and resupplying the existing policy systems. Besides, modern management concepts are tried to explore the voucher system method to guide the young talent to rural employment. Throughout these methods, rural youth talent construction will be strengthened and the rural work force will be enhanced. Furthermore, the economic of rural area and the agricultral efficiency will be improved, which results in the income increase of peasants.
