With the progress of the globalization,the international division of labor and cooperation is becoming increasingly obvious,the competition for human resources is more and more serious.Since the beginning of the 21 st century,China has paid much more attention to various types of talents,and local governments in China have gradually realized that talent introduction is conducive to accelerating regional economical and social development,increasing industrial structure transformation and upgrading,and is a key measure to promote urban development and enhance urban comprehensive competitiveness.Especially when Chinese Party Central Committee which is Led by Xi Jinping,regards "reinvigorating China through human resource development" as one of national strategies,the local governments cause a wave of talent introduction.With the wave of domestic talent introduction of local government,there are problems such as rash investment,redundant preferential policies,unsystematic talent introduction and lack of overall,comprehensive and systematic policies,which are caused by serious homogeneity of local policies,All of these lead to the bad effects of talent introduction.Through the comparison and analysis of domestic and foreign talent theories,it is found that there are some differences in the perspectives and directions of research on talent introduction at home and abroad.The research on theories related to talent introduction in China is mainly based on the development of the talent theory,and the research perspective is mostly concentrated on the national level.There are relatively few studies on talent resources and human capital,and the relevant system of talent research is not very sound.Foreign research focuses on human resource management and human capital development,and the research perspective is generally focused on enterprises.At present,a relatively mature research system has been formed.The research results of foreign experts and scholars have important referential significance for local governments in China to manage,use,detect and cultivate increasing resource-based talents.Taking J city,which is an inland city in the eastern province of talent introduction,as an example,this essay analyzes the various problems occurred in the process of introducing talents of local government,to point with surface sums up out our country talent introduction in local government talent introduction plan is not clear,the system is not sound,"soft environment" construction lag,and four types of typical problems such as disorderly competition.Meanwhile,Shanghai and Hangzhou,which have relatively mature talent introduction practices at home and abroad,are selected as the main reference.Qiqihar is a city with remarkable achievements in the talent introduction war.Choose German Federal States' abroad talent introduction of the basic practices and Asian country Singapore' talent introduction focuses on practice,on system construction,improve the system of introducing talents,set up scientific talent introduction mechanism and optimize the environment of talent introduction four aspects,further refined solve the problem of the talent introduction and advice,for the local government in China provide a valuable reference for talent introduction.
