Research On The Equalization Of Basic Public Services For Transient Population

China is entering the mobile era.2011, the national mobile population reached230million people,17%of the total population, every6people, there is a floating population. In the next20years, is expected to have300million rural people into towns. With the new generation of floating population has gradually become the main growing demand for their employment, housing, social security, education, health, human rights awareness was significantly enhanced. How to make this huge mobile teams to share the public treatment, how to meet their equalization enjoy the needs of basic public services, will become the major challenges facing the current and future period of time.This article is based on the reality that background, and learn from experts and scholars on the research results of the floating population equalization of services, Rui’an City, for example, investigation and evidence collection, trying to explore an effective way of a floating population equalization of public services.The essay consists of five parts. Chapter One is an introduction. First of all, it introduces the background of the research, telling the importance of research on the equalization of basic public services for transient population and defining some concepts such as transient population, public service, basic public service, and equalization of basic public service. Besides, it summarizes current situation research at home and abroad. The example is the service equalization for transient population in Rui’an. From Chapter Two to Chapter Four the essay analyzes the current situation of service management of transient population in Rui’an and lists the existing problems. Meanwhile, it investigates the reasons for those problems. Chapter Five is countermeasure research. It first analyzes public service mechanism in European and American countries. Then it emphasizes the importance of drawing their lessons. In the end, the essay explores the solutions to the problems existing in the service equalization for transient population in Rui’an. It is thought the government should strengthen the leadership on the supply of basic public services, to improve the fiscal expenditure structure, increase fiscal transfers to protect the political participation of the floating population, housing, social security, education, planning services, cultural and other aspects of the rights and interests, and actively promote the floating population integration.
