Reform and opening up by the end of 1970’s, the labor market began to develop, the scope and scale of labor inter-regional migration increase, to the 1980 s the migrant population flow social concern. In the 80’s and early 90’s, appeared the tide of migrant rural surplus labor force. From the migration of economically underdeveloped areas to developed areas has gradually become a common phenomenon in our country. With the gradual development of the city, the migrant population contributes greatly to the city economy, and they has the right to enjoy the same public service as the resident population. The problem of basic public health services between the resident population and the migrant population, how to further promote the equalization of basic public health services of the migrant population has caused more and more attention.Quanzhou City as a large floating population, the total migrant population accounted for about one third of the total migrant population in Fujian Province. A substantial increase in the migrant population also brings new challenges and pressures, which the government how to change functions to promote the equalization of basic public health services of migrant population into a concrete problem need to be solved urgently.This paper use the literature analysis、case studies and statistical methods to find out the basic situation of migrant population equalization of basic public health services and analyze the problems of government behavior, and analyze the causes of the problems. The paper analyzes the status and problems of basic public health services equalization in the Quanzhou region, look for the further promote the equalization of basic public health services of migrant population.
