With the development of network technology, open and distance education hasbecome an effective complement to the form of the traditional education, and hasplayed an active role in promoting the students’ knowledge learning and skillsupgrading. But from remote development education faculty perspective, the Open andDistance Education faculty is relatively weak, severely affected the play of teachingeffectiveness. This article is the background for this study, to Beijing TVU threecampuses of the specific object of study using the competency model TVU teachers’qualities of the three campuses of the Beijing Radio and TV in the build grassrootsTVU Teacher Quality evaluation system based on the evaluation, can be seen throughthe evaluation, grassroots TVU teachers on the characteristics of distance education,ways and means summed insufficient, still using the traditional mode of teaching,teachers are not enthusiastic about the work performance. Especially in theenvironment of Open and Distance Education, student assignments, questionanswering, and the job does not timely submit a response. In addition, the primaryTVU teachers’ innovative research capacity is obviously insufficient. Although wehave achieved a more significant research, published research level is not high.High-level research is clearly insufficient. Professional knowledge and skills, as wellas there is a significant lack of social experience. As the primary TVU teachers greatermobility, the majority of new recruits to the grass-roots TVU teachers graduated fromthe Normal University undergraduate or graduate. Although they have certainadvantages in self-confidence as well as active learning capacity, but they also lack ofsocial practice, the problem of lack of teaching experience. Makes the lack ofexperience of the ways and methods of teaching in remote open teaching environment,which would seriously affect the overall teaching effectiveness.For this problem, we use factor analysis to find the key factors affect the qualityof primary TVU teachers, and proposed measures for improvement for each acommon factor, stressed that the establishment of a sound training system, tostrengthen grassroots TVU teachers training management, for different levels ofteachers training requirements set a targeted curriculum system and feedback system,and effectively strengthen teacher training through comprehensive training effect.Improve the the TVU management system, and build institutional constraintmechanism. Push forward the reform of curriculum system and teaching modeinnovation system, should also be actively create a good teaching environment, strengthen the construction of teachers’ moral system, update teaching concepts,rational allocation of resources, enhance the promotion of Open and DistanceEducation environment teaching effectiveness. I hope this study in-depthunderstanding of the current quality status of Open and Distance Educationenvironment grassroots TVU teachers play a reference and the reference value for thedecision-makers to develop targeted improvement strategies and measures.
