From sixteenth century to the middle of the twentiethcentury,the Philippines had been suffering from the rule ofSpanish colonial more than300years, the rule of Americanearly half a century and the rule of Japanese fascist more thanthree years. So, its education system and the traditionalculture have been influenced by the Western colonialists.AfterPhilippines’s independence in1946, the national educationreformed. This paper selects the basic education, the secondaryeducation and higher education reform as the focus to study thesocial politics, economic development of Philippines from1946to1992,and analysis these achievements and the shortcomingsin the period of Rojas and Macapagal, the period of Marcos andthe period of Mrs.Aquino.The full text is divided into five parts, The first partdescribes and analyze the impact of Spain and American colonialdomination over the establishment of Philippines moderneducation system. The second part describes the changes ofsocial and education policy from1946to1992. The third partof the detailed analysis of the achievements and shortcomingsin the period of Rojas and Macapagal, the period of Marcos and the period of Mrs.Aquino.The fourth part of the detailedanalysis of the reform achievements and disadvantages in theperiod of Rojas and Macapagal, the period of Marcos and theperiod of Mrs.Aquino.The fifth part of the detailed analysisof the reform achievements and disadvantages in the period ofRojas and Macapagal, the period of Marcos and the period ofMrs.Aquino.
