To build higher education quality assurance system has become one of the main ways to enhance the quality of higher education in the world.The western developed countries and the Asian and African developing countries have gradually established their own higher education quality assurance mechanism.How to build and improve the higher education quality assurance mechanism has become an important issue in our country.With the implementation of the "The Belt and Road Initiative" education initiative,China needs to know more about the education status of countries along the "The Belt and Road Initiative".The Philippines has a long history of private higher education,and its education quality assurance work began after the Second World War.Although it is based on the quality certification system in the United States,the Philippines eventually formed the unique education quality evaluation system by its independence and integrity.In this process,the implementation of education quality assessment and certification in private universities in the Philippines has gradually been recognized and supported by the government.It is divided into five parts to carry out this research:The first part describes the background of the quality assurance for private higher education in the Philippines including "the historical status of Philippine private colleges and universities","the rapidly expanding number of private colleges and universities","the declining educational quality" these three aspects.After that,this part divided the history of quality assurance in private higher education in the Philippines into three different periods.The second part mainly introduces the organizational structure of the quality assurance for private higher education in the Philippines,and classifies it into three categories: "management institution","evaluation institution" and "service institution".Each institution of private higher education quality assurance is briefly introduced and summarized from three aspects: its history,its personnel structure and its role in quality assurance.The third part expounds the operation mode of the quality assurance of Philippine private higher education.The standard detailed grading evaluation mechanism is an important feature for the implement of the quality assurance.The management support mechanism with clear division of labor is an important factor for the running of the quality assurance.The legal protection mechanism is an important power for the development of the quality assurance.The fourth part describes the process of implementing education quality assessment and certification of a private maritime university based on the comprehensive introduction of the quality assurance in the first three parts.Through the analysis of this case,it not only provides a vivid case for the discussion of the first few parts,but also makes the impact of education quality assurance work in private colleges and universities in the Philippines can be shown clearly and concretely.In addition to this,it also provides a certain reference for the experience summary of the latter part.The fifth part summarizes the enlightenment of the quality assurance for private higher education in the Philippines.It shows some inspirations for improving the education quality of the private colleges and universities in China.This part firstly classifies the feature of the quality assurance mechanism for private higher education in the Philippines into three elements: the high degree of spontaneity,the long periodicity and the bias towards academic courses.After that,this part analyzes and summarizes the main problems including "unsatisfactory certification effect","uncertainty between certification and quality assurance" and "funding source and standard formulation".At last this part discusses the enlightenment of Philippine experience to the quality assurance of private universities in our own country.
