In recent years, with the development of economic and urban construction in Guangzhou,migrant workers’ population maintains a large scale streaming which change the flow wayfrom the individual-style to the family-style. As a result, the demand of the urban publicgoods and services are growing for the migrant workers, especially for the migrant school-agechildren’s demand in the compulsory education resources, which is embodied in the field ofeducation of various social contradictions in China’s transition period. Nowadays, How toeffectively solve the problem of urban migrant children’s compulsory education becomes atest of the ability of the government’s public administration, which is not only an importantgoal of constructing a harmonious society, but also the proper meaning of compulsoryeducation development.This thesis select Tianhe District as the study area, combined with the theory of publicgoods, education equity theory, theory of market failures and government intervention theory,on the basis of the relevant research results, using literature studies, comparative studies andother research methods to investigate and analyze the status of the migrant children’scompulsory education in Tianhe District. First, fully recognizing the governmentachievements in managing migrant children’s compulsory education, pointing out theproblems and the reasons for its existence, according to the government function theories andmethods to intensive study the education policy implementation, financial investment and thelevel of other school’s system practical problems in Tianhe District government. Thenconcluding and learn the successful experience in local governments at home and abroad insolving the problem of migrant children’s education. After that, from the perspective ofgovernment’s role to explore the best path solving the problem of compulsory education ofmigrant children in Tianhe District,that is cooperative transformation mode betweengovernment and market, to further proposing targeted and workable suggestions, pointing outfuture efforts for government to solve the problems of compulsory education of migrantchildren in Tianhe District, which is good for achieving the goal of "Wisdom in the tianhe" and "happiness in the tianhe".Based on the literature research and data analysis, the conclusion that government’spolicy direction, the offside and absence of government and various restrictions in every kindof school education and other reasons lead to damaging the the right of migrant children’scompulsory education. By enhancing the level of policy-making, increasing financial transferpayments, broaden the education ways and simplify school admission procedures and othermeasures to improve the status of migrant children’s compulsory education in Tianhe District.In the meantime, giving hopes to government departments and the communities to worktogether to effectively protect the migrant children’s compulsory education rights.
