China is a large agricultural country, the rural population transfer to the city is currentour country industrialization, the development process of city of unavoidable phenomenon,has its historical inevitability in the process of economic and social development. With thisphenomenon, China’s traditional urban and rural structure changed, the population in ruralareas heavily toward the city, not only become an important channel for farmers income,while creating a vibrant labor market, for the city in recent years, migrant workers hasbecome the indispensable factor of city construction. However, undeniably the large ruralpopulation outflow especially of rural labor move to the negative impact from family and thewhole country has become increasingly prominent, to a certain extent restricts thedevelopment of rural economy and society, promote rural modernization.This paper research from the macroscopic point of view, starting from the microscopicpoint of view, based on literature data, into the FengNing rural research, through a variety ofmeans of questionnaire, interview and case analysis to the full range of view to analysis thecharacteristics of floating population in FengNing area, the positive effect of deep excavationof the rural population flowing to rural society and the negative influence. Combined with theactual area is proposed to solve the dilemma of rural development countermeasures andsuggestions.Agriculture, rural areas, farmers has become the central document No.1concern andfocus on solving problems, solve the rural development is necessary to realize themodernization of the countryside and the establishment of new urbanization in thebackground of the floating population, dialectical view of flow problems is the premise ofsolving problems, we must face the reality, with more reasonable and scientific attitude ofcontinuous innovation of rural development mode reform, improve the rural developmentenvironment, so as to consolidate the position of agriculture as the foundation, and ultimatelythe rural economic growth and improving the living standards of farmers.
