The developing countries generally have dual economic structure characteristics.It has been the subject of developing countries to promote urban-rural dual economicstructure so as to realize the modernization of the conversion. This article is based onthe industrialization and urbanization that caused urban-rural dual structure conversion,research on rural aging population; analyze their influence on the structuretransformation. Through the research I get the following conclusions:(1) Although the aging population in rural areas are the most vulnerable andspecial group in Chinese society, but they are the main primary industry workers, onthe behalf of the owner of rural land. They are the inheritors of traditional agriculturalcivilization. They have important impact on the conversion.(2) Chinese labor structure of agricultural serious deviation in output structure,the proportion of the rural population in rural aging population structure and laborstructure is rising. Because of over-age labor, poor physical fitness, low cultural levelobjective factors, the negative impact on the modernization of agriculture will becomemore prominent.(3) The structure conversion relies on the transfer of labor from primary industriesto the other industries. The effect of the aging population in rural has been increasinglyprominent. Firstly, it is necessary to achieve the concentration of land ownership inprocess of large-scale operation. In the process of re-configuration and managementrights, we need take account of the dominant position of the rural aging population.Secondly, the incomplete transfer of rural labor to make large-scale presence of anaging population in rural areas. It will continue to follow the hundreds of millions of“migrant workers”,”pendulum”liquidity, cost a large welfare losses in transportation,employment, education, housing, etc.(4) The rural aging population also has an increasingly important socio-economicimpact on rural social security system and new rural construction of communities.For these effects, this paper gives some suggestions to promote rural land system innovation, to achieve large-scale operation of agricultural production; optimize thestructure of the rural labor force, contribute to the overall flow of migrant workersfamilies; improved agricultural production, develop family farms, promote agriculturalmodernization to achieve; improve the existing pension system in rural areas, take thetransfer of the land as an economic source for the old-aging security building.
