Using literature method, interview method, questionnaire survey method,mathematical statistics, logic analysis, separately from each grade swimming judge inJiangsu province distribution, age structure, occupation structure, academic structure,English and computational level, scientific research ability, information ability,occupation morals accomplishment status, purpose and attitude, the referee workdevelopment countermeasures analysis, draw the following conclusions:1. Construction of the Jiangsu province swimming referee team after swimmingpractitioners continue to long already has a certain standard. Such as the age structureof swimming referee team is basically reasonable, higher level of educationalbackground, work motivation, and have good occupation moral quality, physicalquality and psychological quality.2. Some achievements have been made at the same time, there are also someproblems to be solved. No international referees in swimming referees, national levelreferee staff accounted for the total number of the small; judges promotion beyond theprescribed time period; the national level referee in the competition opportunity islimited, the lack of experience; the development of referee team quality is notbalanced, regional differences apparent.3. Swimming the English level, occupation term master and speaking ability isnot uniform, the professional level of computer application, modernization ofequipment operation level and professional research capacity needs to be improved.4. Swimming judge my spare time learning initiative is not high; the number oflearning, learning and watch out less, low frequency; the number of books,newspapers and periodicals, reading the rules of data, access to information in singlepath; active use of network and efficient tool to obtain about swimming refereeenthusiasm the latest information difference.5. Management of the referee team, also need to further strengthen. All of theswimming referee team management is weak, responsibilities are not clear; there is nosound selection, training, assessment, rewards and punishment system; failed to forman effective management system; how to training and appointed referees, but also thelack of long-term planning and management objectives.
