As an important way to cultivate teachers, the development of teachers’ continuing education is notonly conducive to improving the overall quality of teachers and promoting the professional development ofteachers,but also the necessary to enhance the comprehensive national strength. However,there are manyproblems of our teachers’ continuing education. Currently, the key problem is how to improve theeffectiveness of the teachers’ continuing education, therefore, we must study the core dynamic problem ofpromoting the development of teachers ’continuing education. That is the dynamic mechanism of teachers’continuing education. Based on the above understanding, thesis chooses Ningbo city as a case, it will studythe dynamic mechanism of secondary school teachers’ continuing education from the perspective of systemtheory, hope that through the study of the configuration for dynamic factors in the various actors, find outproblems, and come up with the promoting suggestions on the dynamic mechanism of secondary schoolteachers’ continuing education. And then improve the effectiveness of secondary school teachers’continuing education as a whole.The paper is mainly composed of four parts. The first part is the logical starting point for this study.Through literature review, in-depth study of the connotation and theoretical enlightenment of the dynamicmechanism of secondary school teachers’ continuing education. Identifies the four actors which areadministrative departments for education, training institutions, secondary schools, secondary schoolteachers and three dynamic factors which are benefit, responsibility, power of the secondary schoolteachers’ continuing education system, then analyzes how these three dynamic factors play a role in thefour actors. At the last, describes the theoretical basis of this study from the system theory and the incentivetheory in two ways; The second part, based on the actuality, taking Ningbo city secondary school teachercontinuing education as an example, we made the investigation and research of the situation of secondaryschool teachers’ continuing education in Ningbo city, then based on the research results, we find thephenomenon of imbalance between the power and the responsibility in administrative departments foreducation, training institutions, secondary schools and secondary school teachers, which affect not only theeffectiveness of the teachers’ continuing education but also the satisfaction of their benefit; The third part ismainly summarizes the experience and characteristics of the dynamic mechanism of teachers’ continuingeducation in developed countries; The fourth part, Based on the existing problems, from the administrativedepartments of education, training institutions, secondary schools and secondary school teachers fouraspects put forward the measures to improve the dynamic mechanism of secondary school teachers’continuing education.
