With the effective influence of China’s family planning policy and the urbanization, the number of children of school age in rural area is decreasing while the number of that in cities and townsis increasing. Because of such increase and decrease in number as well as the constant economic growth, farmers are becoming more eager for high quality education for their children. How to develop compulsory education in a balance way turns into the focus of the society and China’s education reforms. It is a feasible realistic way and the top priority to promote the integration of compulsory education resources within county areas. The government proposed the policy of "Nearby Enrollment system for Elementary School, Relatively Centralized Enrollment system for Junior high school,based on the principle of optimizingeducation resource arrangement toreasonably plan and adjust the layout of schools. These series of policies have made the education resource arrangement become an important subject under discussion in the field of China’s education development for the recent ten years. The policy of education resource arrangement was enforced under the special education background, which aimed at configuring rural education resources reasonably and improving the quality of rural’s education. It is no doubt that rural education resource integration is a good policy for developing compulsory education in a balance way. However, during the process of integrating education resoures, due to too much effeorts made for its speed, lots of new problems emerged while avoiding some old problems, which increases the economic burden for parents and safety risks for students as well as wastes lots of education resources. Aiming at aforesaid problems, the ministry of education has issued some legal documents, indicating county governments to scientifically map out a plan for adjusting the layout of schools, before the completion of which the policy of canceling and integrating schools for compulsory education shall be suspended. This essay is based on such backgrounds.Firstly this essay sorts out the definitions and relevant theories for research. Secondly, it analyzes the practice of integrating compulsory resources and its effect in Pingyin county, that is, to adjust the layout of education resrources, make teachers more flexible, implement the policy of "education alliance between urban and rural areas" "united catering" as well as allotted school buses, etc in order to efficiently use education resources and improve the teaching conditions as well as teacher’s performance. Thirdly, it analyzes the problems and their cause in the process of education resource integration in Pingyin county from the perspectives of teacher, family, government and school. The cause mainly includes the imbalanced education development, insufficient financial input in urban and rural areas and defective development mechanism for teachers. Fourthly, it summarizes the experiences in the progress of education resource integration: strengthening the legislation and security system for education justice, government as the main body and social entities as the partners in terms of education expenditure, top priority for supporting education in rural areas and disadvantageous people and more attention to education justice in both process and result. At last, it put forward some methods, namely,to improve public financial mechanism, establish security system for compulsory education fund, make more efforts for the integrated development of urban-rural teachers, improve the teaching conditions and support needy families to ease the financial burden.
