The integration of urban and rural compulsory education is an important guarantee for a modern socialist country in all respects and a strong country in education.It is the educational embodiment of the integration of urban and rural areas as well as the equitable development of education.The essence is to promote well-rounded human development and the overall progress of society.The key to the integration of urban and rural compulsory education is to break the existing urban-rural dual structure,promote the orderly flow and proportionate allocation of education resources,so as to narrow the development gap between them,realize the high-quality and characteristic development,and ensure that compulsory education is balanced between fairness and quality.It has two core tasks: one is to narrow the gap in the development of compulsory education between urban and rural areas,and to achieve balanced development of compulsory education;the other is to break the existing urban-rural dual structure,realize the co-construction,shared growth and ensuring harmony between urban and rural compulsory education resources.At present,the state has basically narrowed the gap in the development of compulsory education between urban and rural areas through constructive activities such as the "four unifications",school standardization,and rural compulsory education revitalization strategy.However,with the gradual deepening of urban-rural integration,the flow of urban and rural population factors has triggered the flow of educational factors.In the integration of urban and rural compulsory education,there has been a shortage of urban school degrees,and rural schools are empty and weak.This phenomenon has become a problem because the allocation of compulsory education resources fails to keep up with the corresponding population movement.It brings challenges to the co-construction and shared growth of urban and rural compulsory education resources that are in the new stage of development.The essence of integration is the orderly flow of urban and rural elements and the shared growth of resources.The flow of elements affects resource allocation,which in turn affects the flow of elements.The imbalance between element flow and resource allocation is the main obstacle of the integration of urban and rural compulsory education.The social background of the integrated development of urban and rural compulsory education has changed from low mobility to high mobility.Although the state has issued a series of policies to help narrow the gap in the development of compulsory education between urban and rural areas,the content of resource allocation has over-pursed the balance of material resources and neglected the needs of human developmental resource balance.This resource allocation model is no longer suitable.The high-flow development background of the integration of urban and rural compulsory education,style of group and school management,and county-town co-management can provide inspiration for the interaction of element flow and resource allocation.As previously stated,our governments at all levels should formulate and implement policies based on the new development concept in promoting the integration of urban and rural compulsory education,especially in optimizing the provincial-level coordination mechanism for compulsory education,and give better play to the role of primary-level government in educational governance,to adhere to the system concept,build a social support system for the integration of urban and rural compulsory education with fundamental concepts of the integration of urban and rural basic public services and rural revitalization,foster a contingent of top-performing teachers with strong professional expertise,attach importance to the construction of the family education guidance service system,and strengthen the integrated governance capabilities of urban and rural compulsory education named as "Internet + Education".
