In 2012,the adjustment policy for rural compulsory education schools was halted due to a series of problems.July 2016 State Council Issued "Several Opinions of the State Council on Promoting the Integration and Reform of the Compulsory Education in Urban and Rural Areas Within the Counties".With the adjustment of the distribution of rural compulsory education,the effect of the policy was obvious,and the number of small-scale schools in rural areas was drastically reduced,but at the same time it led to a series of problems.How to optimize rural compulsory education under the current educational pattern? How to optimize the distribution of compulsory education in rural areas under the current education pattern? How to ensure the fair and efficient development of compulsory education in rural areas is the main problem of compulsory education in rural areas.It is required that we first solve the problems caused by the withdrawal of schools and then promote rural obligations.Education development will promote the integrated development of compulsory education in urban and rural areas within the county.This paper selects rural schools of L County in central China to conduct a reality investigation on the "school consolidation" and selects M township compulsory education schools as a case study to understand the current situation,problems,and reason and propose innovative and operational suggestions.The paper has five parts: The first part is the introduction,which mainly includes the research background,research purpose,research significance,Literature review and research methods.The second part is the definition of concepts and related theories,which mainly involve public product theory and fairness theory.The third part is the actual investigation of rural compulsory education schools in L County,including the overall situation of L County,the specific situation of the school layout of M town,the interview results of the principals,the questionnaire survey of teachers and the opinions of parents and students.The fourth part is the analysis of the problem of compulsory education schools consolidation of the rural areas in L County,the existing problems mainly include the imperfection of rural education financial system,the inability of teachers to meet the needs of compulsory education in rural areas,and the local government understanding on-sided for policy,and negative implementation of the latest policies.The fifth part is the countermeasures for the development of rural compulsory education under the new education arrangement: establishing a scientific funding guarantee mechanism,striving to increase investment in education;strengthening the “bottom fortification” in rural education,raising the overall level of teachers;establishing a multifeedback system,and persisting in the interests of students Based on this,do a good job of school teaching management and rational treatment of rural small-scale schools to protect students' right to education.
