Enabling any individual yearning for education to be educated serves as basicconditions for achieving social justice. This paper clarifies properties of public goodsand significant positive externalities of education and lays emphasis on the necessity oflocal governments’ intervention in allocation of educational resources by definingeducational resources and applying theories of public administration. Furthermore, itpinpoints main responsibilities of local governments for allocation of educationalresources and underlines that balanced allocation of education resources can beachieved by combing the market mechanism and governmental intervention.Taking Yancheng City as a case study, this paper combs and explores educationdevelopment, educational equity and functions which the local government undertakesin allocation of educational resources in recent years, and further clarifies the role thatlocal governments shall play in rational allocation of educational resources. Consideringproblems and challenges inherent in allocation of education resources in Yancheng, thepaper proposes innovation of functions of local governments in allocation ofeducational resources, aiming to provide references to more local governments, furtherimprove the allocation of educational resources by local governments, optimizeallocation of educational resources between urban and rural areas and achieve balancedallocation of educational resources in schools at all levels.
