In the State Council issued "on the implementation of performance pay compulsoryschool guidance ",the Jilin Human Resources and Social Security Department, Ministry ofFinance, Department of Education issued the " Opinions on compulsory school pay forperformance." So every public elementary school in Changchun should develope a school’sperformance pay implementation in August12,2009.According with the contents andrequirements of Guobantongzhi, pay for performance in public primary schools is toimplement specific measures to compulsory education law, but also to deepen the reform ofincome distribution system and institutions important content, to promote the development ofeducation in China is of great importance.The purpose of the performance pay system forteachers’ salaries through reforms to improve the treatment of teachers, encouraging teachersto work better.
