The concept of public service motivation was enlightened in the 1990 s.In the past three decades, public management has set off a research upsurge of PSM,which has spread from the western world to the whole world. In China, the relevant research started in 2007,mainly focusing on the introduction, summary, review and preliminary exploration of sinicization of western research results. There are many researches on the relationship between public service motivation and job performance, but different scholars have obtained different research results.Primary and secondary school teachers have the typical characteristics of public institution employees, serving the national education and people's livelihood project.Based on the characteristics of heavy daily schoolwork, low average salary and few promotion opportunities,do primary and secondary school teachers have the above-mentioned motivation factors for public service? How does public service motivation affect its job performance? Therefore,it is necessary to further study the motivation of public service, improve the practicality of the theory of motivation of public service, and provide a variety of suggestions or inspirations to translate the research findings into practice,so as to effectively promote the work performance of primary and secondary school teachers.Based on the above research background, the hypothesis of this study is firstly proposed: public service motivation promotes work performance, and there is an intermediate variable of job satisfaction. At the same time, combining with demographic variables, the theoretical model of this study is constructed.Among them, the motivation of public service is the independent variable, including the attraction of public policy making, the commitment of public interest, sympathy and the spirit of self-sacrifice.Job performance is the dependent variable, including task performance, interpersonal promotion and job dedication. It is assumed that job satisfaction is a mediating variable, including two dimensions of internal satisfaction and external satisfaction. The empirical research method was adopted to select primary and secondary school teachers from jinyuan street, jinyuan district, taiyuan city,Shanxi Province as the samples. The standardized measurement scale with three variables was selected and modified appropriately, which showed high reliability and validity.300 questionnaires were issued in the form of sampling survey, and 259 valid questionnaires were recovered and screened out, with an effective recovery rate of 86%.SPSS23.0 statistical tools were used for relevant descriptive analysis, correlation analysis and regression analysis, and it was concluded that public service motivation had a positive effect on job performance. The hypothesis was verified and the conclusion was drawn that public service motivation of primary and secondary school teachers positively affected job performance.Public service motivation positively affects job satisfaction;Job satisfaction positively affects job performance.Job satisfaction plays a mediating role between public service motivation and job performance, and partly mediating effect. Therefore, this paper proposes countermeasures and suggestions to comprehensively improve the level of public service motivation and job satisfaction of primary and secondary school teachers, and effectively improve the work performance of primary and secondary school teachers by combining individual differentiated management methods.
