Through the official website of the Ministry of Education can be seen that China’s primary and secondary education is now about to fully promote quality education, to make a better all round development of students.To fully promote quality education, you have to carry out a thorough reform of the curriculum, curriculum reform to execute against these teachers, the overall quality of teachers is an important factor in the success of a new round of curriculum reform, improving the quality of teachers has become a necessary means. The level of Physical Education directly reflected through their overall quality, the ability to develop a comprehensive quality of the new century, horses, the full development of teachers also plays a key role.Primary school stage is the beginning stage of life, any teacher to impart knowledge so that they are useful for a lifetime. In this critical period, the overall quality of students’ability to get a good raise to rely on teachers to teach. Only highly qualified teachers only possible to train highly qualified students. Physical education is an important factor affecting the situation and the overall level of development of school education quality education. Therefore, teachers must be able to improve their quality. The purpose of this study is to find out through the investigation Huanggang City elementary school physical education teacher quality conditions, and summarized the basic requirements of the new curriculum standards for elementary school physical education teacher quality, and compare to find the city with the overall quality of teachers in elementary school physical advantages exist and shortcomings, the overall quality for the future development of the city’s development and elementary physical education teachers play sports learn the role.In this paper, literature, various methods questionnaires, observation, logical analysis and mathematical statistics, etc., on the overall quality of primary and secondary school PE teachers in Huanggang City of Hubei Province to study. After an investigation concluded: Syllabus of PE teachers perform consistently poor management was not standardized physical education teaching, teaching evaluation unscientific. Sporting a small number of teachers, male and female teachers of gender imbalance, fewer full-time physical education teachers; teachers’daily work great60%of teachers in more than12hours per week, the impact of physical education teachers enthusiasm for work, is not conducive to the stability of teachers; most PE teachers had no continuing education and training, research ability, less funding for sports; concept in education there are also still relatively old concept of education, teach competency areas seemed a bit lacking. Ability to apply knowledge seemed very weak. For the overall quality of primary and secondary school PE teachers in the problems of Huanggang City, puts forward suggestions:First, strengthen Huanggang change the concept of physical education teachers in primary schools. Second, strengthen the training of Huanggang City elementary school physical education teachers’ scientific research ability. Third, strengthen the new curriculum standards Huanggang City elementary school physical education teacher training. Four strengthen exchanges between teachers in Huanggang city and rural teachers.
