Along with the development of higher education and the reform of the personnel system,especial for the reform of Logistics socialization in university, the number ofnon-permanent staff is increasing, and the non-permanent staff play a significant role in theeducation and research, they are important Human Resources in University. In addition, theimplementation of the new "Labor Contract Law" and the new "Labor Contractimplementing regulations", has brought great changes for the employment, and impactgreatly the traditional employment, all above shows that the management ofnon-permanent staff in university should be Reformed and innovated.In this paper, based on the non-permanent staff in public university which is a specialgroup, it studied the issue of the human resource management in public university. Firstly,from the theoretical analysis of the theory of non-permanent staff, logistics and personnelagency of socialization, dispatch and other content and human resources management, andfrom a practical level, the review summarizes the evolution of the development of humanresource management in public universities and nearly30years at the reform of thepersonnel system effectiveness and shortcomings of China’s universities, thereby laying thefoundation of theory and practice articles.Secondly, take Guangdong Ocean University asstudy case, analysis of Guangdong Ocean University constitutes a situation of non-staffing,management and human resource management strategies to further define our non-publicuniversities staffing management and reform conditions;thirdly,take the Zhejiang Xiaoshanhospital for non-employment inunequal pay for equal work problems "as" the systemconstructionand the Ningbo University unauthorized personnel management practiceexperience, exploration of public human resource management staff in the non-feasibleexperience;Finally, combined with the six modules of human resource management, itstudied the four aspects that the introduction of the modern management concepts, theinnovative employment, the strengthening of laws and regulations, and the investigation ofeffective management methods, and proposed the suggestions for the Management andDevelopment of the Human Resources of the non-permanent staff in public university inour country. Through this research, it can make up the lack of the current public non-universityresearch staffing management,while non-public universities through the effectivedevelopment of human resources staffing,so as to reduce the employment risk of non-permanent staff, optimize the allocation of human resources, guarantee the rights andinterests of the non-permanent staff, and establish the harmonious labor relations inuniversity, and offer reference for the management of non-permanent staff in public sectorof domestic.
