The paper studies the current situation of physical education in the junior high schools of countytowns in the northern part of Henan province. by using the methods of literature review, investigation, logicanalysis, mathematical statistics and on-site observation, The specifications of teaching preparation raisedin Recommended Cases from Draft of Specifications of PE Class Teaching and Basic QualityRequirements in Primary and Middle Schools and Cases of Local Physical Education and Health Courses,launched by Physical Education and Health Charter of Chinese Education Society in October2012, is alsoreferred to, and used to be compared with the result of the survey regarding these problems. As a result,conclusions are reached as follows:According to “draft” and the basic requirements of teaching preparation, there are still manynon-standard phenomenon in physical education teaching preparation in county middle schools in thenorthern part of Henan province. The specific performances are as follow:1. Most teachers hold the viewthat physical education teaching preparation is very important, but they do not very well.2. The teachingplan is not made perfectly. Only a small number of schools make a series of teaching plans. Most schoolscan not achieve this requirement, especially in making the plan of the horizontal teaching plan and lessonplan.3. The field and equipments for PE are not adequate. The current situation of the ground track field isnot able to meet the demands of PE classes. And the areas for PE class is not much enlarged. Moreover, itis a preveiling phenomenon that equipments in schools are just enough in number, but damaged badly andnot updated in time. Most can get the equipment ready before class, but just a few can take advantage of theresources effectively.4. most teachers can make preparation for teach.Solutions to these problem above are as listed below:1. Teachers should attach more importance onteaching preparation and improve their teaching ability. Educational administrative departments canestablish a systematic managing and learning platform, use softwares such as wachat, fetion and QQ tostrengthen the management and learning of teachers in county area. Teachers should strengthen the senseand ability of teamwork, so as to strengthen collective lesson-planning.2. In regard to making teaching plan, teachers should enhance their understanding and studying ofteaching materials, strengthen the systematic study of teaching plan, and put these study into practice. The county education departments should develop appropriate horizontal teaching plan for county junior highschools. Before each semester, all teachers are required to participate seminars or teaching and researchingactivities, to determine semester teaching plan and unit teaching plan in the coming semester for junior highschools in certain area, according to the horizontal teaching plan, students’ physical health test nationwideand the status of sports facility in schools. Teachers can share experiences from characteristic courses, putforward the shortages and improving proposals. The collective activity of teaching and researching canmake these plans, horizontal teaching plan, semester teaching plan and unit teaching plan, more detailed,highlight the integrity and consistency of various teaching plans, increase the feasibility and therebyenforce the implementation of teaching plans.3. More new schools should be planed and constructed in order to relieve the pressure on education incounty junior high schools. Measures must be taken to optimize the educational system and balance thedistribution of education resource, so as to eliminate school choice and large classes gradually. And it isnecessary that government invest more capital to improve the condition of the equipments, reach nationalstandards and basically meet the needs of PE class teaching.4. The government is supposed to implement a series of relevant regulations nationwide, in order tostandardize and systematize teaching preparation. The municipal and prefectural education departmentsshould develop normative standards and require teachers to follow, to play the role of regulation andsupervision.
