"National Medium and Long-term Education Reform and Development Plan"(2010-2010)places the role of colleges and universities in national innovation system to an unpredicted level. The teachers are playing a leading role in the development of higher education itself and in the undertaking of social responsibilities, and the leading role of the development of social education career. The fairness of allocation of faculty resources decides the success or failure of the self-development of colleges and universities, and the balanced development of the whole social education undertakings. At present, the colleges and universities in the process of rapid development and transformation, there exists much unfairness in the allocation of faculty resources in the higher education in our country, which impedes the sound and rapid development of colleges and universities themselves, and hinder the improving of the whole social educational level and the science and technology, as well as the cultivation of diversified innovative talents. According to field investigation and literature refer to get the first-hand information, obtained from teachers’title, education, student resource difference briefly the configuration status, to colleges and universities teachers configuration concept and idea, thinking and behaviors, teachers’ resource constraints such as Angle to analyze the same the same courses in colleges and universities teacher allocation fairness problem, and finally, from the measures taken, strengthen teachers’training colleges and universities, education administration under the guidance of school education resource sharing and so on to propose the same configuration difference to eliminate the same courses in colleges and universities teacher policy Suggestions.
