Since the 14 times the national congress of the party, giving priority to education development strategy has been put forward. Teaching staff construction is undoubtedly an important component of that. Moreover, the national medium and long-term education reform and development plan outline (2010-2020) has been enacted since 2010.which means Teachers play the key role in improving the education quality, it is of great significance for cultivating high-quality personnel and promoting the quality of education rapid development.But The situation is not optimistic specific to compulsory education teachers team construction in ethnic minority areas. At present, the development level of rural and urban areas has a great distance-economic development gap between eastern and western regions is also large. The present situation of the national teachers of compulsory education in remote areas is of particular concern teaching staff construction restricts the balanced development of compulsory education.With the human resource management is gradually being accepted, people come to realize that human resource is the most basic and most elements of the supporting role in the management of human activities, currently in the process of educational development, human resource management is an important factor one.Teaching staff construction of Korla has experienced a certain process, a relatively complete system of teacher education has preliminary formed. This paper is based on actual situation of korla teaching staff construction and based on a large number of instances in the work, at the same time, tries to draw lessons from the experience at home and abroad in some areas, and at last tries to propose the solutions in the light of the problems of compulsory education teachers'management through the theory of human resource management. This article aims to provide the reference of education career development of korla and even other areas.In this paper.I use the mixture of documents research method and practice survey investigation, and I get first-hand material ?hrough access to sites such as cnki etc and through extensive reading of related books and magazines.I also get the related data through the education bureau of Korla. and from certain schools. I try to do the further questionnaire survey.After a long time of research,comparison and thinking, the problems of teaching staff construction in Korla can be first proposed and then solutions by demonstrating reasonable countermeasures.Four parts builds up the whole article. The first part primarily does a basic description about the research background, research significance, key words and research framework The second part discusses the current situation and the main problems of teaching staff, and analysis the problems in the management of Korla teachers'management, the study has found that the teaching staff resource has unbalanced.from the survey, I find that the teacher resource is not very stable, training effectiveness is not strong, evaluation and incentive mechanism is not sound and other problems, such as backward education idea,inferior teacher quality etc. And try to find the reasons from the government, the environment, society and the individual aspects, in the third part, on the basis of the relevant theoretical basis, summarizes the domestic and foreign practice compulsory education teachers construction around the success model, this paper sums up their experiences and attains lots of inspiration and then draw the demonstration project, the next part makes social and economic feasibility analysis of Korla, the fourth part proposes the operational countermeasures on the basis of full investigation and demonstration and feasibility analysis on teaching staff construction:Strengthen the leading role of the government;improve the faculty development policies and mechanisms to optimize the structure of teaching staff;further strengthen professional skills and morality training of teachers to promote the professional growth of teaching staff; build a scientific and reasonable evaluation and incentive system to protect and promote faculty development management. This article aims to put forward effective suggestions for teaching staff construction in Korla City.
