Community Participation Of The City Retired Elderly:the Condition, Problems, And Social Work Countermeasures

China is stepping into a period of rapid aging. The old silver-haired man appears in various spaces of our lives, and increases year by year. Moreover, with the prolonging of the average life expectancy, the vast majority of the elderly will have much more leisure time than before. Trying to switch roles timely and choose the suitable way to enjoy life will be the biggest wishes and demands for the retired elderly. The community is everyday life encounter place for the retired elderly, if we can make it interesting to accommodate and meet their different needs, this may be the best placement and respect for them.In this study, I choose activity theory, active aging theory as theoretical support, and use the case study method on the basis of research need. I conduct in-depth interviews to10retired elderly, which are often involved in activities offered by community organizations of N community, in order to have a better understanding of the basic situation of their personal contents, methods, satisfaction, as well as the gains and influencing factors in community participation. In addition, in order to fully grasp the situation of community activities, have in-depth understanding of the problems involved in the community, I also have interviews on the two staff members engaged in related services, one of the two is a director of community committees, and the other is in the social work agency which serves as the" happy home" project director. In this study, the author conducted a comprehensive analysis and discussion between the participants and organizers with the dual information provided by them.The study suggests that a growing number of older people could participate in a variety of interest groups and community activities effectively based on their hobby choices, which organized by "happy home" project of social work agency. And no matter the community participation achieves fully or not, they all enjoy a substantial and meaningful retired life.Most elderly people not only express understanding and support for the work of community committees, but also show the willingness to participate in public affairs; most of them hope to build a warm, safe, clean, and liable community. Activities what’s undertaken by community organizations meet the basic needs of the retired elderly, but there are also a number of community participation issues, including single contents of participation, low level of organization; limited scope of the population in participation; lacking of necessary infrastructure equipment, activity funds and professionals; mutual trust problems among community organizations, lacking of extensive in-depth cooperation; lacking of capacity to deal with community-level public affairs; low payment and serious brain drain of full-time community worker; insufficient integration of activities, and the need to further advancement and refinement. In response to these problems, under the guidance of social work theory, the researcher put forward some countermeasures and suggestions from different levels, including from activities, community organizations, community workers, the city retired elderly, government and social levels.
