Talent resource is the first resources, is the final driving force to promote the development of national science and technology progress and economic.In2013November, the Third Plenary Session of the eighteen Communist Party of China made decision plan for deepening the reform of comprehensive, sounded the deepen reform, promote the development of science. The talent competition is bound to become a strategic resource for development of a new round of reform, who has the talent advantage, who can win the development opportunity in the spring tide of reform and development. Sanming Ecological Industry and Trade Area is located in the geographic center of Fujian province area, is one of the ten new growth areas in Fujian province, Sanming city, is also the core development area.In recent years, Sanming has worked out a series of supporting policies and measures to attract all kinds of talents to the Sanming Ecological Industry and Trade Area employment, entrepreneurship and has achieved initial results, but there is no system about how to better talents, in-depth research, attract talent, retain talent, talent’s cultivation and development of effective talent system and mechanism have not been established. Instead, as a result of Sanming Ecological Industry and Trade Area for economic underdeveloped mountainous area, concept of talent, talent input, effective incentive etc. Large gap with the developed city, lead to local talent and excellent brain drain phenomenon is still serious. From the current situation of Sanming Ecological Industry and Trade Area development, small amount of talent, talent is the biggest bottleneck of the distribution structure unreasonable, the carrier of attracting talent is still relatively weak, the biggest board is a policy and environment can’t adapt to the demand of talent aggregation. Based on this, it is necessary to conduct the thorough research to the Sanming Ecological Industry and Trade Area talents gathered problems, to speed up the development for Sanming Ecological Industry and Trade Area.
