This paper takes Beijing talent gathered force as the main research content, adopt the method of horizontal and vertical contrast to scientifically and reasonably evaluate Beijing talents gathered force level. In the horizontal comparison, this article selects 2013 cross-section data, and the level of talent gathered force in Beijing and the common factor index respectively compared with Shanghai, Guangzhou, Shenzhen, Tianjin, analysis of Beijing talent gathered force level and the deficiencies; in the longitudinal comparison, This article selects the Beijing from 2009 to 2013, five years of data, analysis in this five years, Beijing talent gathered force level and the changes of the common factor index. First of all, this paper summarize the concept of the talent, talent aggregation and talent gathered force, and the definition of talent gathered force of the paper is given; Then, combing the talents gather relevant theories and experts, scholars established evaluation index system of talent gathered force; Then, in the predecessors on the basis of existing research, in combination with the definition of talent gathered force of the paper, set up the index system for evaluation of Beijing talent gathered force, and through the factor analysis to index summarized as five level indicators, at the same time, determine the weight of each index; Finally, according to the established evaluation index system of talent gathered force, from the horizontal and vertical two aspects to evaluate talents gathered force of Beijing, and according to the results of the analysis, the paper put forward some policy recommendations for further enhance the talent gathered force of Beijing. This paper includes the following five parts:The first part is the introduction. Introduces the research background, research significance, the research content, the research framework of the article, and the research methods, the structure of the article framework and innovation point in this paper.The second part is literature review and comments. on the basis of reading a lot of research results of experts and scholars, combing experts and scholars on the definition of talents, talents gathered, talents gathered force basic concepts; and analyze, inductive the talent flow theory d, industry gathering theory and other related theory of talent aggregation. In addition, combed the experts and scholars on the research results of the index system of talent gathered force. Through the analysis and induction existing research results, clear up the thoughts to build index system of talent gathered force, to prepare for the following research.The third part is the construction index system of talent gathered force. Combined with the study of the theory of the second part and the index system of talent gathered force of established by the predecessors, and reference to the index system design principles, to build a scientific and reasonable index system of talent gathered force; Then, screening the indicators of talent gathered force index system, and determining the weight of each index talent gathered force.The fourth part is the evaluation of Beijing talent gathered force. First of all,comparing the talent gathered force of Beijing and Shanghai, Tianjin, Guangzhou, Shenzhen, pointing out the insufficiencies of Beijing; After analyze the data of Beijing in recent years, grasping the change of the overall talent gathered force level and the common factor index of Beijing, finding aspects to further improve and strengthen.The fifth part is the policy recommendations and prospect. According to the specific condition of Beijing talent gathered force, and puts forward policy and suggestions on further enhance its talent gathered force. In the insufficient and prospect part, mainly some shortages are pointed out in the research of this article and need to be improved in the later research.
