The local government is legally responsible to the education on the accompanying children of the rural migrant workers whereas the State didn’t provide the appropriation of corresponding funds or offer the compensation to local government for educational expenditures. Due to the lack of public education resources, the local state has to artificially set bar to non-local students from going to school, as a result of the difficulty in enrolment of these accompanying children. In this context, schools for children of rural migrant workers emerged in many places; and those marginalized migrant children were forded to choose one of these private schools for practical concerns. Therefore, the development of these schools largely determines those children’s future.Based on the frame of strategic management theory, this dissertation concludes this school’s strengths, weaknesses, opportunities and threats and then obtained four alternatives strategies through the comprehensive analysis (including its development history, external environment and internal condition) of Nanning FuZhuang School, the outstanding representative of schools for children of rural migrant workers in Nannig, by using the SWOT analysis. According to the school’s vision, mission, positioning, target, principle of feasibility, principle of profit-sharing, principle of relative advantage, and principle of sustainable development, concludes that the ST Strategy is being used in this school, and should be WO Strategy in the next stage. While the school is in a strategic transformation, it needs to mix these two strategies.The article illustrates the practical implementation of the strategy from three levels:squeezing the school-running cost, but overall on the premise of guaranteeing the teaching quality, attracting students and parents by differentiatimg teaching ideas and sticking to the purpose of aiming at offering quality education to rural migrant workers’children; in school business management, the school shall endeavor to keep the children’s innocence and exploit their nature of playfulness in the pre-school education, to focus on regulating their conduct and fostering their learning potential in elementary education, to improve teaching quality in junior high school; in functional management, the school shall strive to establish the efficient management system by the division and cooperation between each department, to allocate resources reasonably, to concern about the demand for teachers, to expand educational funds to the best extent possible, to create teaching achivements and then accept the public supervision while dealing with the logistics. At last, to predict the possible problems happening in the stage of strategy implementation, to briefly intruduce, evaluate and control the practical operation process.
