We can see that the development of the basic education is attached more importancetoday. However, limited by unbalanced authorities, developing, chance, information andsecurity, development of basic education in rural and urban areas are not developingevenly. The other side is people are holding high expectation for a soundly developingbasic education, including fair policies, reasonable distribution, high standard facility andqualified faculty, which pointed out where and how the basic education should go. Butthe facts do not satisfy everyone. This thesis would take city of S as an example, wouldstudy on its unbalanced development of basic education between the urban and ruralareas, and give advices about how to solve the problem. To do this, the thesis will focuson the following five parts.Firstly, the thesis defines basic education, scope of urban and rural, and the conceptof even access to basic education. The thesis also illustrated the core part of the Feasibleability theory.Secondly,the thesis will study situation and statistics of the city of S, and point outwhat its major problems are.Then, the fourth part will analyze the reasons of S’s problems by using Feasibleability theory.Lastly, the author will focus on how to promote even access to basic education. Theanswers include (1). securing political freedom to provide equal chance of basiceducation,(2).improving the development,(3).reforming the old system to make sureevery child can get an equal chance.(4).enhance the transparency of information.(5).strengthen the role of the government so that preventive securities can be carried outsoundly.
