Educational fair is not only the pursuit of education development in the whole world, but also the important means to promote social fairness. From the first half of the20th century, the educational reform of America has been aiming at realizing the equality of education opportunity and actively practicing the idea that everyone has the right to the education. The American educational policy for the improvement of educational fair constantly developed these years. In the1960s to the1980s, equality and quality were the common pursuits in educational reform. In the21st century, Commitment to excellence on the strength of equity became the goal of educational reform in America. In the face of the domestic economic crisis’s influence on education, the Obama administration issued A Blueprint for Reform: The Reauthorization of the Elementary and Secondary Education Act in March2010(referred to as the Blueprint for Reformfor short) to revise the No Child Left Behind Act that issued by Bush administration. Pursuit of excellence in education is the goal of this proposal and promoting the development of educational fairness is its core. China’s basic education reform is entering a critical period right now and the pursuit of educational fair has always been the ideal. Through analyzing the policy for basic education fairness inthe "Blueprint for Reform", this paper from an objective view puts forward its referential significance to the development of our basic educational reform.The main body of this thesis consists of six parts.Chapter One analyzes the history and background of "Blueprint for Reform" It also analyzes the problems of America’s basic education fairness and provides the basis for analyzing the policy for basic education fairness in the "Blueprint for Reform".Chapter Two introduces the text structure and main content of the "Blueprint for Reform".Chapter Three emphasizes on the policy for basic educational fairness in the "Blueprint for Reform".Chapter Four analyzes the implementationeffects of "Blueprint for Reform", including school choice system, teachers and principals resource allocation and the disadvantaged groups with education compensation.Chapter Five analyzes the characteristics of "Blueprint for Reform". On the basis of analyzing the experiences and lessons of "Blueprint for Reform", chapter sixexcavatesthe enlightenments to the basic educational reform in China from the "Blueprint for Reform".
