| The accomplishment of a balanced development of compulsory education is aneternal theme. It has an important significance to realize the balanced development ofcompulsory education, because it has close relation with justice and the harmony of thesociety.The government always concerns the development of compulsory education, but itis still insufficient. That is because the unbalanced development in economic causes theunbalanced development in compulsory education between provinces and areas, as wellas urban and rural. How to solve the problem and improve the fairness of provision oneducation is a strategic issue that our government faces.The unbalanced development in economic is always accompanied with theunbalanced development in education. Suzhou is a more developed city compared withother cities in China. It has realized the basic balance development of education. Schoolconditions have been greatly improved.The difference of compulsory education between urban and rural areas has beennarrowed down. The compulsory education in Suzhou has presented a good tendency ofcoordinated and balanced development. However, there are still many negative factorswhich lead to the unbalanced development of compulsory education between urban andrural areas, such as long standing low input in education, the influence of the deviatepolicy, the disparities in culture and economy that the schools are in, the distemperedand hysteretic evaluation system. Therefore, it has important theoretical and practicalsignificance to inquire into the causes of the problems, to find its way out.The paper which is based on the social equity theory of Marxism, equal educationtheory and the Scientific Approach of Development, takes the following steps to probeinto the problem. First, have a further investigation on the research results about the balanced development of compulsory education at home and abroad. Then, collect andarrange a large number of real materials to explore the problems and the causes ofunbalance as well as the disadvantage influence. Finally, the paper offers some valuablesuggestions. The schools in the rural areas should harness their potentials and seek away to develop them which is creative and connotative. Only in this way, can we realizethe goal of superior and balanced development of compulsory education.The main contributions of this paper are to probe into the reality and causes of theemerging unbalanced phenomenon by using new perspectives. In the face of thesituation of unbalanced, to seek a new way for schools in rural areas has to insist oninnovation development, connotative development and characteristic development.The writer studied the typical cases of compulsory education between urban andrural areas in Suzhou to make the research have more practical significance not only toeconomically developed areas in southern Jiangsu but also to the other parts of China.Meanwhile, it is also the beneficial compliment to nationwide research. |
