The Research On The Balanced Development Of Urban And Rural Compulsory Education In Fuzhou Jin'an District

As far as the development of compulsory education in China is concerned,the goal is to achieve high quality and efficiency education.However,the realization of educational equity is its foundation to ensure the improvement of quality of the nation while the balanced development is the essence of educational equity.The key for our country to implement educational structure reform is to make a breakthrough of the balanced development of compulsory education and to implement its major strategies.For the progress and development of modern education,the balanced development of compulsory education plays a leading role.However,the key to achieve high quality and efficient development of compulsory education is to promote the balanced development of compulsory education.Yuan Guiren,Secretary of Education in 2016,believes that the first step is to promote regional balanced development of education.Therefore,compulsory education should focus on the balanced development and the educational equity can be actually realized on the basis of its balanced development.The rapid development of economy and unbalanced development of education coesist in China's current economic development and this situation directly leads to the unbalanced development of education.The unbalanced development of urban and rural compulsory education in the region is particularly obvious.China has taken positive measures to handle with this problem.However,the huge gap bet,ween urban and rural compulsory education in China has not been eliminated.It has become an urgent task to explore effective solution.Based on the previous research results,this paper carried out field investigation in Jin'an District and aims to study the roots for the unbalanced development of urban and rural compulsory education by means of literature research method,field investigation method,etc.Based on the study object of situation of urban and rural schools in Jin'an District in 2016,this paper explores the unbalanced development of compulsory education in terms of investment of funds,the conditions of running schools,the strength of teachers and the quality of teaching and concludes the causes as follows.There is no perfect financial input system for compulsory education and the city and countryside dual structure has a far-reaching impact.The teacher allocation mechanism is imperfect and there is lack of a mature teacher mobility and training mechanism.This paper draws lessons from the successful experience of foreign countries and absorbs the effective practices of domestic counties in order to promote the balanced development of regional compulsory education in urban and rural areas.It is believed to be promoted from the following aspects,namely,government investment input,establishment of effective mechanism,gurantee for the balanced development of urban and rural education,strengthening of the school teacher team construction,guarantee for balanced allocation of urban and rural teachers resources,guarantee for the balanced development of education quality in urban and rural areas,etc.
