With the progress of social and economic development, the role of management is more and more big. The level of higher vocational colleges largely depends on its level of management. Higher vocational colleges to place in the competition in the vocational education, realize the sustainable development in the rapid development of vocational education, besides to have excellent teaching and research, also should have a sound management system and advanced management level. Now, a lot of the management system of higher vocational colleges can’t keep up with the pace of the school scale development more and more, and even produced a lot of negative effects. Therefore, in order to break through scale development and the connotation of the construction of the bottleneck, many higher vocational colleges began to implement the secondary management system.Based on the Guang xi AA Vocational and technical college as an example, Through its implementation secondary management background, present situation, analyzes its existing in the secondary management reform of management system is not sound, accrual is not appropriate; Leadership is not fully effective play; Market awareness is not strong, professional features prominent; Teachers’ welfare treatment is still low, the lack of a sense of belonging, cohesion and centripetal force; Social environment factors affecting the quality of secondary management implementation, find out the common factors-"people", and using the theory and method of modern management, around how to improve the initiative of the "people", mainly from the clear division of the powers of the court, is a secondary management duty, Improve the quality of teaching, professional characteristics; Update management concepts, change management, leadership, and three aspects put forward the countermeasures to improve the quality of the implementation of the two-level management, finally realizes the education quality and managerial benefit obviously improved the quality of the target.
