With the continuous development of society and the progress of mankind, to train all-round developed talents is the strategic target of socializing market economy and realizing the comparatively well-off society. As an important part of quality education, art education has an irreplaceable role to cultivate people’s aesthetic, creative ability and promote all-round development of students. Art education not only helps people to establish correct aesthetic concept, but also helps people to obtain emotional experience. The main force to give students education about art and quality education are art teachers, but the lack of art teachers in quantity and quality will severely restrict the development of art education. Therefore, to build a team of art teachers with reasonable structure, noble ethics, perfect teaching skill is necessary.Shihe District as Xinyang City’s center of politics, economy and culture has a long way to improve its quality education. With the continuous update of the art education idea and content, modernized teaching methods and the mixed knowledge of different majors put forward a higher requirement for art teachers. Through the investigations of art teachers in primary and middle schools in Shihe District in the conditions of teacher’s team, the moral level of teachers and the basic ability, the author explores the factors which restrict the development of art teachers in elementary and middle schools. Through analysing the unreasonable art teacher’s structure, the lack of enthusiasm, the undeveloped teacher training etc. Finally, in view of the above problems respectively from improving the unreasonable structure of teachers; improving the moral level of teachers; exploring the reform of training; the author puts forward some feasible countermeasures and suggestions. This paper provides not only a reference on how to improve the quality of education and teaching, but also good suggestions on how to revitalize Shihe District’s art education.
