Research On The Adjustment Of The Structure Of Higher Education In Shandong Province

From the point of the trend of economic development in the world,information technology and IT industry are becoming the power and growth of economic growth,knowledge plays a more important role in it.The development of community economy depends more on the higher education.In recent years,although the development of higher education of Shandong Province is so fast,there are still many questions which are not adaptive to the development of development of community economy of Shandong Province.For example,the feature of higher education is not distinct,the ability of knowledge innovation and serving social economic development is weak,the training quality is low,these questions have something to do with the structure of level of Shandong higher education and the structure of form.Shandong medium and long term program for education reform and development(2010-2020) and Shandong province higher education connotation promotion plan both point out that Shandong Province must improve the structure of higher education and promote the quality of higher education,so they can adapt to the demand of talents of development of community economy.Therefore,the study and adjustment of the current situation and questions of structure of Shandong higher education is meaningful in both theory and reality.According to the study,we choose Literature method and data analysis method.First,we have acquired a large amount of research experience and thinking about the structure of Shandong higher education by searching Zhejiang Normal University Library,visiting the Library of Shandong Province,searching CNKI,WANFANG DATA and Scholar Google and so on.Second,we have acquired plenty of data about the structure of Shandong higher education by searching statistical review of Shandong Province.By analyzing these data, we have acquired the basic facts of different levels of the quantity and distribution of colleges in Shandong Province, the quantity and distribution of disciplines, the quantity and distribution of teachers, the quantity and distribution of students, the quantity and distribution of different forms of colleges, the facts of education funding. In this situation, we can sort out the current situation of the structure of level of Shandong higher education, the structure of discipline of Shandong higher education, the structure of distribution of colleges, the structure of Human Resources and the structure of form. There are many questions about them. For example, the proportion of independent colleges and adult colleges is low, the quantity of first-class is so low, the scale of the undergraduate students and postgraduate students is not enough,the distribution of colleges is not balanced,the structure of discipline of colleges does not adjust to the structure of industry,the level of the educational background of Human Resources is low. We can find some questions about them,and we will propose some countermeasures to solve them. They include building system of higher education whose kinds is many,formulating the scientific scale of all levels of higher education,developing private higher education, improving adult higher education, increasing the scale of junior college education and postgraduate education enhancing the quality of undergraduate education,building some first-class universities,supporting the construction and development of colleges in backward area,expanding the autonomy of discipline establishment of colleges,making recruitment and training strict,improving the level of teachers and so on.
