Excessive emphasis on thecandidate’s school, as barriers to entry,it leads to the uneven opportunities to thegraduates and so on. how to adjust policy, eliminate the identity dilemma is a bigproblem need ing to solve.Based on the theory of education fairness, public management and public policy,The author for the first time put forward the concept of the identity dilemma ofcollege graduates, from the perspective of policy to solve the identity of the collegesand universities graduate employment difficulty, this is the innovation in this articles,and combined with theory and practice, this paper adopts literature method,comparison method, questionnaire method, statistical analysis and other methods,using the combination of a variety of methods, this is the method of innovation, andinvestigated the present situation of our country colleges and universities graduateemployment identity dilemma, according to the present situation analysis, theemployment identity dilemma situation causes from the following aspects: theuniversity of ownership management including subordinates provincial colleges anduniversities,the department and the the local construction colleges and universities,and so on; Key construction policy inpact, including "985","211" colleges anduniversities, key universities and colleges and universities generally formed by thepolicy of employment status tags; Unit of choose and employ persons and publicopinion excessively pursuing students graduated from colleges and universities, suchas the employers take the graduates’ colleges or universities as a kind of accessidentity,like"don’t hire a ’985’ or ’211’universities",and so on, the cause of the threeaspects. From weakening policy gives sexual identity, eliminate the identity of thepublic policy suggests that emphasis on the rationality of the policy, fairness, liquidity;Strengthen social identity, emphasizing the fair competition, and brand constructionof colleges or universities; Establish requirements for the quality evaluation system of colleges or universities to eliminate the bad effect of the key universities anddisciplines construction policy, as a result of blind expansion and development; Howpolicies to guide college improve the quality, emphasis on talent brand strategy; Toreform the system of national employment from the employment system to solve theproblem; To establish and perfect the college employment discrimination laws andregulations, perfect the legal safeguard and so on to suggest that resolve the status ofthe college graduates employment difficulties.
