To carry out mental health education in primary and secondary schools, students need is not only the healthy growth of their own, but also an inevitable requirement to comprehensively promote quality education, is the need to build a harmonious socialist society. According to the need of building a socialist harmonious society, many domestic scholars put forward positive mental health education, to adhere to the positive value orientation and development, cultivating students’ positive psychological quality, and promote the harmonious development of the students.Party and government attach great importance to the psychological health education in primary and secondary schools, in2012December the Ministry of Education issued the "mental health education in primary and secondary schools (2012Revision)", proposed the new goals and tasks for the mental health education to strengthen, this policy is new period the action guide of mental health education in primary and secondary schools in our in China, for the mental health education in primary and secondary schools to carry out a clear direction.The research takes example of the city of Jinjiang, Fujian. Based on careful research and analysis of some relevant articles and files in our country, we studied the present situation of students mental education in the primary and secondary schools, using two main research methods questionnaire survey, interviews survey. The survey found, some achievements have been made in the mental health education of primary and middle schools in Jinjiang City, the psychological health education of organization and institution construction gradually perfect,85.2%of the school has set up health education guidance organization psychology, teaching staff is growing, there are57.4%schools equipped with full-time psychology teacher, the psychological consultation room has the construction work greatly improved, most schools are equipped with basic office equipment, various schools through various approaches and methods, different degrees in a variety of mental health education activities.But there are some problems in our mental health education in primary and secondary schools in Jinjiang City:(1) the degree of attention is still insufficient, existence form the tendency of certain;(2) the construction of teachers’ team is still weak, the specialized level is not high;(3) the integration of educational resources is not high, not yet forms (force;4) psychology teacher "existence" should be improved;(5) the funding shortage, uneven development between regional and inter school;(6) the mental health education to further enhance the level of teaching and research.In view of the existing problems, and puts forward countermeasures and suggestions to further the development of mental health education in primary and secondary school in the city of Jinjiang in this study. First, enhance understanding, strengthen the idea, strengthen the standardized management; second, strengthen the construction of teachers team, to improve the professional level of teachers; third, to create the conditions, strengthen resource integration of mental health education; fourth, increase the input of funds, to narrow the development gap between regions and schools; fifth, to improve the mental health education the level of teaching and scientific research.
