The grade group leader shoulder the entity tasks of school education teaching management, however, the author finds that grade group leaders, as the responsible man of school lower management, have a large number of problems in their process of practice. For this reason, this paper tries to have a knowledge of their management practices in the current based studies and questionnaires on the author’s years of management practices, analyze the causes of these problems, and seek for the countermeasures in order to improve the ability of grade group leaders’ management abilities and promote the macro management of optimization of the school.From the perspectives of the system, plan as a whole, execution, energy in the school-based management, the article states the significances of enhancing the school-based management of the grade group leader. By the method of action research, case analysis, and questionnaires to promote the school-based management, the survey finds that enhancing their management will benefit for establishing and perfecting school management mechanism, planning management pattern deployment as a whole, improving their professional development and school-based management practices, condensing team to smoothen their teaching works. In addition, the survey finds the following problem, such as, the school-based management localization, rights and liabilities, coordination of the grade group leaders, etc.This article calls for enhancing grade group leaders’ school-based management practices, which are supportive, methodical, practical, and warm. Supportive in the management system means that the grader group leaders should locate themselves on the middle level, make policies for finance, limit authority duty, and take training to study. Methodical in management means that grade group leaders should equip with humanistic thoughts, democratic decision-making ability, qualified, and careful deployment. Practical in management execution refers to grade group leaders setting examples, meticulous management, students-centered, winning for the implementation. Warm in management energy refers to grade group leaders condensing teachers, caring students, uniting parents, and inspiring morale. The schools should correctly locate the target and rights of grade group leaders to establish a sound management system for all years and perform the effectiveness of the basic management unit.
