From the national bureau of statistics released the results of the6th nationalpopulation census, the number of old people over60years old in China accountsfor about14%of the total population, the number of elderly people over the ageof65, about9%of the population. According to the standards set by thepopulation aging society, China has entered into the education problem of oldpeople will naturally become the focus of social attention.Education of the elderly is an important part of the lifelong educationsystem, the college with its unique form to fill the gaps in the old educationsystem in our country, perfect the lifelong education system from kindergarteneducation to the elderly education in the last part, is an important part ofconstructing lifelong education system, is to improve the cultural and ethicalquality, plays an important role in promoting the construction of a learningsociety.This paper will use literature method, questionnaire and individualinterview method and comparative analysis, on the combination of fieldinvestigation and theoretical study, based on the analysis of the elderly in Harbinuniversity education development present situation, the characteristics of theaged education in Harbin and other cities in China is not the same, because ofHarbin is located in the north, the winter long, so a lot of old people to outdooractivities in winter, some old people because they have no place, go to largesupermarket to keep warm, chat. But most old people still eager to olderuniversity to participate in learning and activities, this invisible to teaching at theuniversity of old age brought pressure.This article from the perspective of public management and combined withthe features and functions of old education reveals Harbin elderly university ineducational mode, teaching mode and management mode of the existingproblems and deficiencies. Find out the root cause of the problem, mainly fromthree aspects to describe, because of a single school running mode, leading tolack of the ability of schools to provide education; Because the school teachingmode, teaching goal to keep up with the development of the society, lead to the school in the education teaching in the form of a conformist. Because of schoolmanagement lags behind, the emergence of problems such as instability inteachers.This paper will use literature method, questionnaire and individualinterview method and comparative analysis, through empirical investigation andtheoretical analysis, on the basis of analyzing the present situat ion of the elderlyin Harbin university education, from the perspective of public administration,reveal the elderly University of Harbin in the education mode in the existingproblems and deficiencies. I have read a lot of literature, introduced the typic alold education practice of the university from the different aspects of elderlyuniversity education mode, and through the comparative study of elderlyuniversity education mode of practice at home and abroad at present stage, isobtained according to the old university education mode reform revelation inHarbin. Put forward the corresponding countermeasures, in order to enrich ourcountry’s education theory of the elderly.
