There are two models of property management. One is commissionmanagement which is more common and advocated by government. The other one isself-management which belongs to residential autonomy action that ownersorganized to manage property voluntarily in collective way. Some residentialdistricts managed property when Property Management Company quit. The centralissue of this paper is how the owners in a residential district can manage propertyindependently.This research uses the collective action theory and State-Society relationshiptheory to analysis the self-management action and its deep reason. Through theinvestigation of two residential district in Fuzhou city, the author think that theself-management action response to the existing housing market environment, that isconstitute of urban owners’ autonomy movement with owners’ rights protectionmovement together. Their deepest reason is the changed relationship between Stateand Society in transforming society.The theory of collective action can explain the phenomenon effectively. Theresidential district can self-manage property successfully because of the externalopportunities and the internal conditions. The property management corporationviolated the rights of owners then withdrew the district and the small-scalecommunity are the special opportunities for collective action. Internal conditions ofself-management are that these good owners’ leader built the autonomy platform,win other owners’ confidence and external support.Self-management has institutional dilemma and organizational difficulties. Lackof regulations and rules for supervision are the institutional dilemma which isincreasing the level of organizational difficulties. It needs the owners to thinkrationally that how to control free riding, reproduce the self-management structureand promotes their professional skill. As improving the law and institution, it shouldestablish the incentive mechanism and candidates training mechanism. The previous studies about owners’ autonomy movement are concern on rightsprotection between owners and property management company which comparedwith little involves in self-management action. This paper can filled up it andbroaden out the discussion to owners autonomy movement. There is littleprofessional analysis on the phenomenon of self-manage property which appearsmuch more in reports. This research gives the explanation by the collective actiontheory, on the one hand it can test the theory, on the other hand it can inquire theoperational mechanism and practical problem of self-management in social life.The model of property self-management can be expanded in other residentialdistricts without property management. It also promotes the community autonomousand develops the civil society.
