The research theme, how to allocate social public resources efficiently underchange in population, is with great practical significance. Natural change inpopulation, especially immigrants, is the key factor which affects allocation ofpublic resources efficiency. The immigrants flowing into Shanghai in recentyears have faced a lot of challenges on allocation of Shanghai’s social resources.A qualitative analysis on how to allocate public resources is conducted inthis context and "the ideal status of allocation public resources" is cleareddefined in this paper. It includes three indicators, which is "adequate amount","equality of the allocation" and "dynamic adjustment". Moreover, a quantitativeanalysis is also conducted with the Shanghai’s data. It attempts to find a newway to allocate public resources efficiently base on the change in population dueto the urbanization.The data is based on Shanghai’s statistics in the fifth and the sixth national census. The shortages of current public resource allocation in public education,health care, culture, sports and pension by analyzing them from the perspectiveof population size, distribution, and structure. This is to measure the impact ofchange in population to allocation of public resources in different districts inshanghai.The variation of population size, structure, distribution impacts heavily onthe allocation of public resources in Shanghai. it causes issues as lack of supply,unequal allocation of resources between regions, dynamically adjustmentdeficiency, etc. The paper explores the solutions to these issues such asimproving supply mechanism, equaling allocation mechanism, improving socialsecurity mechanisms and strengthens the examination and evaluation anddynamically adjustment based on foreign advanced experiences.
