The development of socialism is not without the flourishing of philosophical and socialscience. The high-level talents of philosophical and social science is the cornerstone for thecreativity and the key for the development. Encouraging and developing high-level talents ofphilosophical and social science is of great importance. And it needs a precondition that ascientific and rational evaluation index system be set up. From Hebei Province, thoughphilosophical and social science research has got some achievement, we should see clearly thatcompared with the requirement of the economic society development, philosophical and socialscience talents need further optimization in the structure, quality and quantity.The paper aims at setting up a scientific and rational evaluation index system for thehigh-level talents of philosophical and social science in Hebei Province, thereby relevantdepartments can encourage and develop high-level talents of philosophical and social sciencefairly and objectively. In addition, the system can guide the development of the talents andprovide harmonious research environment. With the system, the real talents can stand out,and thuspromote philosophical and social science.The paper follows the basic thought about the scientific view of talents, and based on relatedconcept of high level philosophy and social people and its characteristics. First using the way ofreference research and survey to build a preliminary evaluation index system for the high-leveltalents of philosophical and social science, and then use the Delphi method to screen and modifyelementary index. Finally establish the evaluation index system. After that utilize AnalyticHierarchy Process to determine weight of the index, and at last using fuzzy mathematicscomprehensive evaluation method to structure a scientific, rational, objective and fair model forthe high-level talents of philosophical and social science evaluation. The aim is to provide methodsupport and policy proposal for the evaluation of high level talents of philosophy and socialsciences of Hebei Province.
