The Research On The System Obstacales And Countermeasures Of Regional High-Levevl University’s Construction Internationalization

Since the21stcentury, with the development of economic globalization, theinternational exchange and cooperation between universities are increasingly frequentand deepening. Internationalization has become an inevitable trend of the reform anddevelopment of higher education in the world. Universities worldwide have quickenedtheir paces. This is true of Chinese universities. Some key universities set “world firstclass” and “internationally known” as the goals of the development of universities. Asthe forerunner of regional higher education, local high-level universities havequickened their paces of internationalization in order to seize opportunity and achievehigh-level promotion. However, universities in China, especially local high-leveluniversities are in face of many problems when they begin internationalizationbuilding, such as system obstacles, which has become the bottleneck of limiting theinternationalization building of local high-level universities in China.New institutionalism formed in the late1970s and made important progress after1990s. At first, it was applied in the economic field, and then it was introduced intoother fields, such as politics and sociology. In1990s, the theory of Newinstitutionalism inspires educational researchers with its unique perspective andanalysis frame. This theory has been widely applied in the study of educationalorganization. University, as an organization, also is part of the system analysis, whichbreaks through the limitation that in the past, university is seen as a unit of highereducation and can not reach to the level of system analysis.Therefore, with theobjective of “the international building of local high-level university” and based onthe institutionalism, this paper aims to explain scientifically the core concepts such aslocal high-level university, internationalization, system and system obstacles andfurther analyzes its necessities and influential factors. Then through questionnaire andinterview, this paper not only surveys the current situation and existing systembarriers faced by local high-level university in the internationalization building butalso analyzes the reasons for the obstacles. Finally, some modified measures andsuggestions are put forward based on related theory and investigation practice, whichwill make the research around internationalization building of China local high-leveluniversity more operational. Also, the paper is hoped to provide some reference forthe internationalization building of China local high-level universities.
