Since the reform and opening up, the number of student abroad has greatlygrown, along with gradually increasing openness and relaxed study abroad policy inChina. In recent years, more and more attentions have been given to returned students.The policies related to encouraging the oversea students to return have been graduallymade, which attracted a large number of students to return and helped China enter theera of the overseas backflow. According to statistics, a lot of returned personnel haschosen to set up their own business, becoming the main force in business. Morefavorable opportunities come out now while Binhai New District of Tianjin has beenwritten into the national development strategy. Therefore, how to attract moreentrepreneurial returned student has great significance on promoting Tianjin’seconomic development and technological innovation and building an innovationoriented city.The general situation of China’s overseas returnees was introduced and theadvantages and disadvantages of the entrepreneurial returnees were summarized.Entrepreneurial returned students in Tianjin New Technology Industrial Park,Economic and Technological Development Zone and the Bonded District were treatedas Research Object. And questionnaire surveys and in-depth interviews wereconducted with them. The satisfaction of entrepreneurial returned personnel wasevaluated through the Fuzzy Comprehensive Evaluation method, basing on thestatistical results of questionnaires. The factors influencing the development ofentrepreneurial returned personnel were analyzed using the survey results.The result of the study showed that the order of the satisfaction ofentrepreneurial returnees in Tianjin was, from high to low, the working environmentsatisfaction, the policy environment satisfaction and the life satisfaction. Theinformation of in-depth interviews revealed that the degree of satisfaction to overallenvironment in Tianjin was not very high. Several issues existed in the introduction ofentrepreneurial returnees in Tianjin. First, the problems in the work environmentincluded poor Management Services, limited Financing Channels, scatteredAllocations of Funds, structural deletion of Pioneering Park, deficient InformationPlatform and so on; Second, the problems in the living environment contained theenvironmental problems of the whole city and the education of their children; Third, the problems in the policy environment included both the policy system inadequateand policy can not be implemented. According to the degree of importance,the orderof development influenced factors is, Policy factors, Job factors and Living factors. Inthe end of this paper, countermeasures and suggestions were proposed to improve theworking environment, living environment and policy environment in Tianjin, basingon the introduction of talent and experience of foreign countries and problemsrevealed in research results.
